Civil bodies show support to Sadar Hills district demand [Imphal Free Press]

IMPHAL, Oct 17(Newmai News Network): Seventeen different civil society organizations in Manipur have extended their support to the agitation launched under the aegis of Sadar Hills Districthood Demand Committee, SHDDC, on the demand of formation of Sadar Hills district, SHDDC president Ngamkhohao announced today.

This came after a consultative meeting between representatives of 17 civil bodies and SHDDC, which was held at Mini Secretariat Hall, Kangpokpi, Senapati district on Monday. The meeting was organized by SHDDC to seek views and opinion from the various NGOs regarding the blockade.

All the leaders of the different civil organizations agreed to support the ongoing movement of SHDDC after a marathon discussion.

Briefing the media after the meeting, Ngamkhohao said that because of their potential power of influence, the SHDDC decided to meet the organizations.

He said, ” We don’t believe in the Government’s re-organizing committee but at the same time we don’t object to it either. However, this should be done only after Sadar Hills district is inaugurated.”

When asked regarding lifting of the blockade, he said it would be called off automatically if the proposed Sadar Hills district is inaugurated before the upcoming polls.

Senior Citizen for Society president, N Binoy who also attended in the deliberation opined that Sadar Hills districthood demand should be granted as the Sadar Hills is needed a township status.

“We support the demand of SHDDC”, Binoy further said.

Friends president, Sapamcha Jadumani asserted that the divide and rule policy of the government of India should be stopped immediately.

The economic blockade imposed by SHDDC should be strengthened and continued further so that the government of India can hear the voice of the people.

“We will extend support to the SHDDC for anything”, Jadumani said.

K Madhumangol, advisor, ICHAM said the demand of SHDDC is a rightful demand. So, the government should try to solve it at the earliest. Accusing the central government for creating the present situation, he said if the Autonomous District Council could be constituted, then they also have the right to grant districthood to Sadar Hills.

Mapi Council president, Manihar also supported SHDDC and said that it was not the time to withdraw the blockade because the Government would hear the in the process and the demand will be fulfilled.

KT Rahman, All Manipur Club’s Organization (AMUCO), appealed to SHDDC to call off the economic blockade and look for other agitation to get the demand. He also appreciated SHDDC for organizing the consultative meeting by saying it was a good step and expressed hope for positive outcome.

The 17 civil organizations will later submit a memorandum to Chief Minister O Ibobi in connection with the Sadar Hills district demand.

The different organization which participated in today’s consultative meeting include All Manipur Clubs’ Organization (AMUCO), Senior Citizen for Society. Information Centre Hills Area Manipur (ICHAM), HERICOUN, Federation of Regional Indigenous Society (FREINDS), United People Front (UPF), Universal Mothers’ Association (UMO), Manipur Student’s Federation (MSF), Kangleipak Student’s Association(KSA), All Chingmi Tami Apunba Nupi Lup, Manipur Peace and Integrity Council, NIPCO, IPSA etc.

Three Assam Rifles personnel injured in Ukhrul IED blast [Imphal Free Press]

IMPHAL, Oct 17: At least three personnel of 23 Assam Rifles posted at Litan were injured in an IED blast that occurred at around 5:30 am today at Sangkai Village under Litan Police Station in Ukhrul district.

The injured personnel have been identified as rifleman no. 231040 Sudhir, 46, s/o Gopulan of Kerala, rifleman no. 8003686 W Mayunao, 25, s/o (late) Wungshang Mayainu of Nungsang Village, Ukhrul district and rifleman no. 5007573 Ashini, 20, s/o Kishandev of Punjab.

The jawans sustained minor splinter injuries during the blast. They have been admitted to RIMS Hospital for treatment.

According to an officer of Assam Rifles, the IED blast took place suddenly when the convoy consisting of three vehicles reached Sangkai Village along Ukhrul-Imphal Road as a part of their daily patrol. The injured personnel were travelling in one Tata 407 truck.

Some parts of the truck were also damaged during the blast, he added.

A massive manhunt was conducted in the area by the personnel of 23 Assam Rifles but no report of arrest was recieved.

No group has claimed responsibility for the attack till the filing of this story.

He further asserted that KCP (MTF) has been adhering to its earlier decision of not taking any monetary donation from the public since 2008, and appealed to the people to inform the leaders timely if anyone comes for monetary demand in the name of the outfit.

Clarifying on the emergence of several factions of KCP, City Meitei stated that the MTF was formed in March 2004 as a constituent body of the KCP to monitor the works of private hospitals and banks which have been extracting huge amount of money from the poor people of the state and not for making monetary demands.

He was made the commander of MTF as per a high level meeting which was attended by the then chairman Leibakmacha and other members of advisory committee. The MTF was also empowered to rectify the ill-behaviour amongst the cadres, the chief advisor noted.

Unfortunately, the chief commander Lamphel Luwangcha was expelled from the outfit and he began to work separately from the central committee since May 2005. However, he remained close to the higher authority of the outfit, City recalled.

He further stated that the MTF expanded its operations with the recruitment of more cadres. Amongst those new recruits, there was one lady Nongmeikapam Ibecha alias Lakshmi of Mayang Imphal Chiraipokpi who had shown good performance during few months. Later her husband Naorem Priyokumar alias Kesho Meitei also joined the outfit and began to work with them.

Upon his good performance, Kesho Meitei was made the deputy commander and entrusted with him several responsibilities. Kesho took over the charge of the commander after he was arrested from Bangalore in January 2009, he stated.

City further noted that they parted their ways after he tried to intervene in the wrongdoings of Kesho Meitei who has misused the fund collected by the outfit. Kesho has bought a fish farm measuring about four hectares at Mayang Imphal Sagaisabipat and a residential plot at Wangkhei Yonglan Leirak.

Kesho had also handed over Rs. one crore thirty lakh to one lady from Mayang Imphal Konchak Chegai and further handed over Rs. 85 lakh to a person from Mayang Imphal Chirai for a contract work at Guwahati Airport, City added.

The chief advisor further announced Rs. one lakh fifty thousand cash reward to any person who can give the whereabouts of Kesho Meitei and Ibecha who have been absconding from the party.

IMPHAL, Oct 17 : A joint consultative meeting of civil society organisations was hosted by the Sadar Hills Districthood Demand Committee (SHDDC) today at Kangpokpi on the raging issue of Sadar Hills district.

Talking to media persons after the meeting which went on till late evening, SHDDC president Ngamkhohao Haokip said that all the civil society organisations which took part in today’s meeting expressed their support to the movement for Sadar Hills district.

Though the meeting could not adopt any definite resolution, the civil society organisations agreed on doing whatever is possible to achieve the demand for a full fledged Sadar Hills district before the 10th Manipur Legislative Assembly elections, Ngam- khohao said.

According to what transpired during the meeting, the strength of civil society organisations and their power to influence the Government was under- standable.

In another word, it was a green signal from the civil society organisations to go ahead with the ongoing movement for Sadar Hills district, Ngamkhohao stated.

The meeting deliberated at length on setting a definite deadline for the Government to announce the creation of Sadar Hills district before the forthcoming elections.

If district status is granted to Sadar Hills before elections, the blockade would go away by itself, Ngamkhohao said.

The consultative meeting was participated by AMESCO, United NGO’s Mission Manipur, Senior Citizens Manipur, HERICOUN, AMUCO, ICHAM, FREINDS, NIPCO, AMKIL, IPSA, UPF, All Manipur Tammi-Chingmi Apunba Nupi Lup, MAPI Council, UMO, DESAM, KSA and MSF.

From their side, Senior Citizens Manipur maintained that district status is something which cannot be denied to Sadar Hills. They also appealed to lift the blockade in the interest of the suffering mass.

AMUCO too proposed to lift the blockade as it has resulted in untold misery to all sections of the population.

However, FREINDS expressed their opinion in favour of carrying on the economic blockade.

NIPCO highlighted the need for re-adjustment of Sadar Hills area so as to ensure peaceful coexistence of all communities.

Regarding the question of whether the blockade should be lifted or not, NIPCO left it to the wisdom of SHDDC.

They also underscored the need for collective responsibility in demanding a district or imposing economic blockade.

UPF observed that the Government is too strong-headed.

They proposed to carry on the movement further until the demand is achieved under an understanding with the Government

Maintaining that the Government’s mentality does not deserve any faith, MAPI Council said that neither the blockade nor other forms of agitation should be suspended.

But HERICOUN was in favour of the lifting the economic blockade.
