Plant health clinic opened @ Senapati [The Sangai Express]

IMPHAL, Oct 20: A plant health clinic for Senapati district was opened at District Agriculture Office today.

Deputy Commissioner PK Jha, Additional Director of Agriculture  Department, Dr O Nobo Singh and Senapati ADC SL Punia were the chief guest, president and guest of honour of the inauguration ceremony.

Speaking at the occasion, PK Jha mentioned about the need of setting up of a seed bank in the district.

He added that a joint meeting of all the departments and line departments would be convened to deliberate on bringing more development to the district.

He also directed the staff of the plant health clinic to be present at the office regularly to help the farmers.

Dr O Nobo while speaking at the function said that plant health clinics have already been set up in few other districts as well after it was launched for the first time at Sanjenthong.

For the farmers of interior areas, he added, a mobile plant health clinic would be launched this winter.

District Agriculture Officer M Gojendro said that the clinic would impart awareness on various plant diseases.

A speaker addresses the gathering at Senapati during the meetingIMPHAL, Oct 12 : The Naga People’s Front (NPF) has started devising election strategies to field the most qualified candi-dates in 11 seats for the 10th Manipur Legislative elec-tions with a vision to make NPF a formidable political force in the Manipur Legislative Assembly.

NPF held a consultative meeting at Senapati district Hqs under the banner “Interface with Leaders of Senapati District”.

Addressing the gathering, NPF leaders called for unstinted support to their party for strengthening the Naga integration campaign.

NPF co-ordinating committee in-charge and Naga- land Minister TR Zeliang, vice-president Zaku Tsu-kru, NPF legal cell advisor Timikha Koza, Nagaland Additional  Chief Secretary (Retd) TN Mannan, Advisor to Nagaland Chief Minister Z Lohe and NPF Manipur State Unit president G Gaingam and other members were present in the meeting as presidium members.

Speaking at the meeting, Advisor to Nagaland Chief Minister Z Lohe said that NPF’s entry in Manipur was aimed at bringing peaceful co-existence and communal harmony.

NPF is not exclusively for Nagas, all the people can join the party, he said.

Before the coming of Jesus Christ, Kangpokpi may remain as Kangpokpi and Senapati may remain as Senapati but after the coming of Jesus Christ all would become one, Z Lohe said.

Though Nagaland is NPF’s homeland, the party has been working to consolidate and strengthen its position by opening branches in many States.

NPF would certainly retain power in the Nagaland State Assembly elections scheduled to be held in 2013, he declared.

Nagas have been fighting for sovereignty, and for this NSCN-IM and the Government of India  Nagas have been fighting for sovereignty, and for this NSCN-IM and the Government of India have been carrying on a political dialogue.

Saying that NSCN-K has also been holding political dialogue with New Delhi, Lohe said that a ‘comfortable arrangement” would be achieved at the end of these dialogues. The 11 seats which the Nagas get in the Manipur Legislative Assembly may appear to be a small figure but this is the era of coalition Governments.

Pledging that the 11 NPF MLAs would be made a strong political force, Z Lohe expressed certain reservations if the Naga people go against emotional integration.

NPF Manipur State unit president G Gaingam stated that the time has come for Nagas’ justice.  At this moment, it is crucial for the Nagas to form a common platform.  Under the prevailing situation, Naga people do not have any faith in any political party including Congress.

It is quite opportune for the NPF to spread its branches to all Naga inhabited areas, Gaingam said.

Farmers’ Training programme @ Senapati

IMPHAL, Oct 12 : A one -day farmers’ training programme about rabi crops was held today at Saranamei community hall under Paomata block of Senapati district under he aegis of Agriculture Technology Management Agency, Senapati.

The programme was attended by SS Puniya as chief guest and Agriculture Technology Management Agency, Senapati project director M Gojendro as president.

SS Puniya said that productivity of rabi crops can be enhanced considerbly by using modern technology which would also mean increased income.

M Gojendro said that paddy productivity can be increased substantially if SRI method which has been successfully used in the valley is introduced in hill areas too.

He also called upon the farmers to cultivate best varieties of maize this rabi season like last year so as to augment their incomes.

Dr S Thoithoi, K Ibohal and SDAO Chaoba spoke at the training programme as resource persons explaining in detail on scientific methods of cultivating rabi crops and also the means and ways of protecting plants from diseases.

CM lauds Territorial Army

Imphal, October 7: The State Home Department in a state function today held at the Banquet Hall of 1st Manipur Rifles observed the 62nd Raising Day of the Territorial Army which was instituted by the first Governor General of Free India C Rajagopalchari in 1949.

Speaking on the occasion, Chief Minister Okram Ibobi said that the Territorial Army has been rendering its valuable service in defending the state. The 165th Infantry Battalion which was instituted in 2007 is a unit formed in the soil of Manipur with its youth. The unit is helping in employment of many literate youths of the state.

CO, 165th Battalion, Territorial Army Colonel George Jacob and GOC, Red Shield Division Major General Binoy Poonen also attended the function. Chief Minister O Ibobi was honoured by the Territorial Army by presenting a shawl and a memento as part of the function.

CrPC 144 imposed in Imphal West

Imphal, Oct 7: Owing to the likelihood of serious breach of peace, disturbance to public property and grave danger to human life and property, the District Megistrate, Imphal West has issued an order imposing CrPC 144 in all the areas situated under the Imphal West district. The order further prohibits assemble of 5 or more persons, carrying of sticks, stones, firearms and weapons of any other description or objects which can be used as offensive weapons within the Imphal district from 6pm of today until further orders. Permissions for procession of marriage, funeral, and religious purposes etc should be obtained, the order said.

SHDDC says no to Inquiry sittings in Imphal

Imphal, October 07: While expressing gratitude to the HQ IGAR (South) for instituting Army Court of Inquiry against 43 Assam Rifles over their atrocities and inhuman activities against women agitators, the Sadar Hills Districthood Demand Committee (SHDDC) has appealed to the IGAR (South) to conduct the sitting of the Court of Inquiry either at Kangpokpi or Gamnom-Saparmeina Police Stations.

SHDDC in an application to the IGAR (S) stated that they are not in a position to attend the inquiry at the HQ IGAR (S), Imphal since there is threat perception to their lives from different sides including the state government. It also appealed to conduct all future correspondence through the Additional District Magistrate, Kangpokpi.

Grenade attack

IMPHAL, October 7: Unidentified armed miscreants today lobbed a hand grenade at the residence of Md Kadir of Yairipok Keikru Makha Leikai, who is an aspiring candidate of Wangkhem a/c.

The miscreants lobbed the grenade at around 9:30pm yesterday and fell on the courtyard of the aspiring candidate, however it fail to explode.

Meanwhile, family sources maintained that the grenade remained in their courtyard as the police were unable to retrieve the bomb due to the darkness and retrieved it this early morning.

IMPHAL October 7: The All India Youth Federation, Bishnupur District Council has stated that it will go ahead with its agitation to stop commercial vehicles plying along the Tiddim road in case of failure of the authority concerned to look into their demands.

A release by Kh Ramananda, publicity secretary of the federation stated that the body has appealed to the state government to check the fares imposed by the passenger vehicles which has been received by the government and a meeting with the Bishnupur district transport officer has been scheduled on October 10 along with representatives of the federation.

In this regard the AISF, Bishnupur has revoked its stance to begin the agitation scheduled to begin on October 10, however, if there are no tangible results of the meeting, the agitation to stop passenger vehicles will start from October 11 onwards, it said.

Tourism team at Srinagar

IMPHAL October 7: A Manipur Tourism team left the state to participate in the Indian Travel Mart, scheduled to begin at Srinagar from tomorrow onwards. The team will promote and publicize the upcoming Manipur Sangai festival at the said venue, a press release by deputy director of tourism department, K Shyamsunder said.

It has mentioned that the Indian Travel Mart (ITM) provides a single platform for international and national organizations and aims to boost tourism, develop business contacts and joint ventures.

Grenade threat

IMPHAL, Oct 7 : Md Kadir who is preparing to contest the upcoming 10th Manipur Legislative Assembly election was threatened by some unidentified persons with a hand grenade which was lobbed at his Yairipok Kekru Makha   Leikai residence at about 9.45 pm yesterday.

Measles camp

Custodial death probe

IMPHAL, Oct 7 : The State Government has appointed Sawombung SDM K Lakshmikanta Sharma to conduct Magisterial inquiry into the alleged custodial death of undertrial prisoner Sailasho (50) s/o late M Shisho of Phaibung Khunou of Senapati district  at Central Jail, Sajiwa.  The enquiry would find out the facts and circumstances leading to the incident, analyse the facts and circumstances, bring out findings based on the facts and circumstances and analysis thereof.

The enquiry would also recommend the Government to prevent recurrence of such incidents in future.

The report of the enquiry would be submitted within two months from the prescribed date of the Government order without further extension of time.

Dept enquiry

IMPHAL, October 6: A departmental enquiry headed by IGP intelligence KT Vaiphei, IPS, has been instituted to investigate the escape of KCP (MTF) leader Sunil Meitei from the lockup of Porompat Police Station during the intervening night of October 3-4 .

According a highly placed official source, the order constituting the enquiry was issued by the DGP Y Joykumar on October 5 a day after the militant leader made his escape.

Further, the order has advised the team constituted to submit their enquiry report to the department in seven days time.

Meanwhile, it may be mentioned that after the escape of the KCP leader seven police personnel including the officer-in-charge of Porompat police station K Geetchandra were suspended for dereliction of duty.

IMPHAL, October 6: The Federation of All Tribal Youth Clubs, Manipur has submitted a memorandum to the Chief Minister requesting for the release of post matric scholarship arrears of the ST students for the period of 2010.

The memorandum signed by the federation’s secy Letthang Haokip alleged that even though the centre and the state government gives utmost importance to the concern of the tribal and other backward students, the Manipur government and its departments concerned have not given any attention to the cries and plights of the tribal and backward students of the state.

It further requested the government to use its authority and direct the department concerned to release the arrears for the period mention above and be made to release the said period at the earliest possible time.

IMPHAL, October 6: A combined team of Bishnupur district commandos and 5/9 GR of 73rd Mountain Brigadier conducted cordon and search operation at Naranseina Awang leikai in which one s/s district commander of KCP (MC) Nongdrenkhomba group identified as Khwairakpam (n) Oinam (o) Romila Devi alias Pepi alias Purnima alias Chanuleima, 28, w/o O Debendro Singh of Naranseina Awang Leikai was arrested on October 4, stated a release of the SP, Bishnupur district.

It has further added that two 9 mm pistols, 10 live rounds of 9mm ammunition, 13 numbers of demand letters of KCP (MC) Nongdrenkhomba group, one mobile hand set with sim cards were recovered from her possession, it stated.

On verification it revealed that the apprehendee was involved in a number of cases relating to extortion in Bishnupur district for raising funds for the party, it added.

AIYF demands re-organization of transport dept

MSCP VP clarifies on Wungnaoshang

IMPHAL, Oct 6: The Manipur State Congress Party in a statement issued by its vice president Adim Pamei, clarifies that Phungyar MLA, W. The Centre on Friday appealed to the agitating groups to withdraw the economic blockade of two national highways passing through Manipur, saying their demands were being looked into by the government. Home minister P Chidambaram said Manipur chief minister O Ibobi Singh has constituted adistrict reorganisation commission to look into the demands of the agitating groups.”The chief minister has requested them to be patient till the report of the commission comes. My appeal to both the groups is to wait for the report to come and withdraw the blockade,” he told a press conference.The Sadar Hills District Demand Committee launched the economic blockade on Imphal-Dimapur-Guwahati NH 53 and the Imphal-Jiribam-Silchar NH 39 since August 1 demanding conversion of the Kuki-majority Sadar hills area in Naga-majority Senapati district into a full-fledged district.On the other hand, United Naga Committee, opposing the Kukis’ demand for granting district status to Sadar Hills, launched a counter-economic blockade on the same two national highways on August 21.

Asked about reports which suggested that market prices of most commodities had soared in Manipur to an extent that petrol was being sold in black markets at Rs 120 a litre, the home minister admitted that “prices have pushed up” but said the government has taken steps to bring essential commodities in convoys of trucks and was bringing 1000-1100 trucks to Manipur every week.

“These are sensitive issues which have to be resolved at local level. The chief minister is taking steps… In the northeast even creation of a district becomes sensitive…,” he said.
